In Change(K)now, we promote municipalities’ use of circular packaging solutions. The goal is to identify new sustainable solutions and work with routines and behavior to phase out single-use solutions in municipal institutions, at events, and in public spaces. The project is driven by a broad international partnership that is ready to scale results and experiences across countries and organizations.
Change(K)now tager fat på fire områder:
Kommunal strategisk ledelse

The Change(K)now! case series presents practical European examples of circular food delivery systems, reusable packaging solutions and strategies to reduce single-use waste. Across schools, festivals, hospitals, public catering, takeaway services and city-wide reuse systems, municipalities and food service operators test innovative approaches to reusable packaging, deposit systems and circular procurement.
Explore real-life case studies, lessons learned, scalable solutions and policy approaches supporting the transition towards a circular economy and sustainable food systems.
Topics include strategy and policy, institutional catering, events and takeaway.
Circular food delivery systems require more than pilots – they require strategy, policy and long-term planning. This publication presents European municipal roadmaps, procurement strategies and reuse regulations supporting the transition away from single-use packaging. Explore how cities integrate reusable packaging into waste strategies, procurement frameworks and urban policy development.
Institutional catering cases
Discover lessons learned, operational insights and scalable solutions from schools, hospitals, ministry buildings, and municipal kitchens across Europe working with reusable food packaging and circular food systems.
This publication presents practical case studies, and examples of how reusable solutions can be integrated into daily operations in public institutions.
Events
Reusable cups, deposit systems and circular event infrastructure are becoming increasingly important for festivals, sports events and public celebrations. This publication showcases European pilot cases testing reusable packaging systems at festivals, running events, fan zones and city celebrations. Learn how municipalities and organisers reduced single-use waste through reuse systems, return infrastructure and behavioural nudging.
Takeaway and home delivery cases
Takeaway food and home delivery generate large amounts of packaging waste – but reusable systems are rapidly evolving.
This publication presents European pilot projects testing reusable takeaway containers, deposit systems, RFID tracking, reverse vending machines and bring-your-own solutions in urban food services.
Discover practical lessons on user behaviour, logistics, return systems and scalable reuse infrastructure for circular takeaway services.
This manual provides a step -by-step guide to support the transition from single -use packaging to reusable packaging. Although it can benefit anyone, it is primarily aimed at public authorities, organizations, and companies involved in serving food in reusable packaging.
The shift to reuse systems may seem simple at first, but it involves implementing new logistics and fostering new behaviors. For the system to be sustainable, it is crucial to achieve high utilization rates from both the companies who is serving food in reusable packaging and the end -users consuming food in it, as well as ensuring that the packaging is returned for cleaning and reuse. Success depends on creating an extensive and accessible system with the involvement of multiple stakeholders.
For any business or municipality embarking on this transition, it may initially seem complex and intangible. However, this guide is designed to assist and provide clarity on the process. This manual serves as a practical roadmap, empowering organizations to navigate the complexities of implementing reuse systems and drive meaningful change.
The publications of Circular food delivery systems were produced under the Change(K)now! project. The Change(K)now! project is cofunded by Interreg Baltic Sea Region. The project´s main objective is a mindset change from single-use to circular or multiple-use of food delivery systems in cities and residents of the Baltic Sea Region. The responsibility for the content lies with the author(-s) and don´t necessarily reflect the funder position on these topics.
Change(K)now!’s policy recommendations are based on extensive pilot testing across the Baltic Sea Region and highlight that the transition to reusable food packaging requires more than individual initiatives. The recommendations focus on creating the conditions for reuse to become the norm through coordinated governance, clear regulations, shared infrastructure, and strong public-private collaboration. They provide practical guidance for policymakers on how to move from isolated pilots to scalable, system-wide solutions with real environmental impact.
